Chinese Premier Li Qiang has stressed efforts to advance the construction of a new-type power grid and accelerate the adjustment and optimization of the energy structure. Li, also a member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during a field survey in southwest China's Sichuan Province from March 30 to April 1, 2026.

電網(wǎng)作為連接電力生產(chǎn)和消費的樞紐平臺，是加快構(gòu)建新型電力系統(tǒng)的核心環(huán)節(jié)。國家發(fā)展改革委、國家能源局2025年底聯(lián)合印發(fā)的《關(guān)于促進電網(wǎng)高質(zhì)量發(fā)展的指導(dǎo)意見》提出，到2030年，初步建成以主干電網(wǎng)和配電網(wǎng)為重要基礎(chǔ)、智能微電網(wǎng)為有益補充的新型電網(wǎng)平臺。新型電網(wǎng)平臺好比電力系統(tǒng)的“智慧大腦”，可通過數(shù)字化、智能化技術(shù)，實現(xiàn)主配微網(wǎng)從“物理連接”到“智能協(xié)同”的跨越。建設(shè)新型電網(wǎng)平臺是發(fā)展新型電力系統(tǒng)的必然要求。

新型電網(wǎng)平臺最大的特點是主配微網(wǎng)協(xié)同。在新型電網(wǎng)平臺中，主網(wǎng)、配電網(wǎng)、微電網(wǎng)承擔(dān)著不一樣的角色，共同支撐起新型電力系統(tǒng)。主網(wǎng)是筑牢電力安全保障根本、夯實全國統(tǒng)一電力市場的物理基礎(chǔ)，發(fā)揮著支撐清潔能源資源廣域調(diào)配，保障集中式新能源供給消納的重要作用。配電網(wǎng)在增強保供能力的基礎(chǔ)上，承擔(dān)多元化源荷開放接入、雙向互動、即插即用等職能，要滿足分布式新能源大規(guī)模發(fā)展的需要。微電網(wǎng)作為具有自平衡和自調(diào)節(jié)能力的電力新業(yè)態(tài)網(wǎng)絡(luò)載體，支持多元主體接入，能夠融入終端用戶綠色用能場景，促進新能源就近開發(fā)、就地消納，提升電網(wǎng)末端供電可靠水平。

要深化電力體制改革，加快構(gòu)建清潔低碳、安全充裕、經(jīng)濟高效、供需協(xié)同、靈活智能的新型電力系統(tǒng)，更好推動能源生產(chǎn)和消費革命，保障國家能源安全。
