國(guó)務(wù)院總理李強(qiáng)日前簽署國(guó)務(wù)院令，公布《中華人民共和國(guó)反外國(guó)不當(dāng)域外管轄條例》，自公布之日起施行。

Chinese Premier Li Qiang has signed a decree of the State Council to publish a new set of rules on countering foreign states' unlawful extraterritorial jurisdiction measures. The regulations take effect upon publication.

《中華人民共和國(guó)反外國(guó)不當(dāng)域外管轄條例》（以下簡(jiǎn)稱《條例》）旨在維護(hù)國(guó)家主權(quán)、安全、發(fā)展利益，保護(hù)中國(guó)公民、組織合法權(quán)益，維護(hù)以國(guó)際法為基礎(chǔ)的國(guó)際秩序?！稐l例》規(guī)定，外國(guó)國(guó)家違反國(guó)際法和國(guó)際關(guān)系基本準(zhǔn)則，實(shí)施不當(dāng)域外管轄措施，危害中國(guó)國(guó)家主權(quán)、安全、發(fā)展利益，損害中國(guó)公民、組織合法權(quán)益的，中國(guó)政府有權(quán)采取相應(yīng)的措施。

《條例》明確中國(guó)政府有權(quán)對(duì)與中國(guó)存在適當(dāng)聯(lián)系的行為實(shí)施域外管轄措施；規(guī)定國(guó)家建立健全應(yīng)對(duì)外國(guó)不當(dāng)域外管轄有關(guān)工作機(jī)制，統(tǒng)籌協(xié)調(diào)相關(guān)工作；國(guó)務(wù)院有關(guān)部門按照職責(zé)分工承擔(dān)應(yīng)對(duì)外國(guó)不當(dāng)域外管轄具體工作。

堅(jiān)定維護(hù)國(guó)家政權(quán)安全、制度安全、意識(shí)形態(tài)安全，加強(qiáng)重點(diǎn)領(lǐng)域安全能力建設(shè)，確保糧食、能源資源、重要產(chǎn)業(yè)鏈供應(yīng)鏈安全，加強(qiáng)海外安全保障能力建設(shè)，維護(hù)我國(guó)公民、法人在海外合法權(quán)益，維護(hù)海洋權(quán)益，堅(jiān)定捍衛(wèi)國(guó)家主權(quán)、安全、發(fā)展利益。

We will resolutely safeguard the security of China's state power, systems, and ideology and build up security capacity in key areas. We will ensure the security of food, energy, and resources as well as key industrial and supply chains. We will strengthen our capacity to ensure overseas security and protect the lawful rights and interests of Chinese citizens and legal entities overseas. We will safeguard China's maritime rights and interests and resolutely defend our country's sovereignty, security, and development interests.
