為加快形成雙向流動(dòng)、互融互通的統(tǒng)籌城鄉(xiāng)就業(yè)格局，促進(jìn)城鄉(xiāng)勞動(dòng)者高質(zhì)量充分就業(yè)，人力資源社會保障部、國家發(fā)展改革委、農(nóng)業(yè)農(nóng)村部于2026年4月15日發(fā)布《關(guān)于統(tǒng)籌城鄉(xiāng)就業(yè)政策體系的意見》。

China rolled out a policy package to integrate its urban and rural employment policy system, facilitating two-way mobility and the integration of labor markets, according to official guidelines made public on April 15, 2026. The guidelines, jointly released by the Ministry of Human Resources and Social Security, the National Development and Reform Commission, and the Ministry of Agriculture and Rural Affairs, aim to promote high-quality and sufficient employment for both urban and rural workers.

《中華人民共和國國民經(jīng)濟(jì)和社會發(fā)展第十五個(gè)五年規(guī)劃綱要》提出，促進(jìn)高質(zhì)量充分就業(yè)，深入實(shí)施就業(yè)優(yōu)先戰(zhàn)略，堅(jiān)持?jǐn)U大就業(yè)容量和提升就業(yè)質(zhì)量相結(jié)合，健全就業(yè)促進(jìn)機(jī)制，構(gòu)建就業(yè)友好型發(fā)展方式。把高質(zhì)量充分就業(yè)作為經(jīng)濟(jì)社會發(fā)展的優(yōu)先目標(biāo)，健全重大政策、重大項(xiàng)目、重大生產(chǎn)力布局就業(yè)影響評估機(jī)制。建立高質(zhì)量充分就業(yè)評價(jià)體系。

促進(jìn)高質(zhì)量充分就業(yè)，是新時(shí)代新征程就業(yè)工作的新定位、新使命。要堅(jiān)持以人民為中心的發(fā)展思想，全面貫徹勞動(dòng)者自主就業(yè)、市場調(diào)節(jié)就業(yè)、政府促進(jìn)就業(yè)和鼓勵(lì)創(chuàng)業(yè)的方針，持續(xù)促進(jìn)就業(yè)質(zhì)的有效提升和量的合理增長，不斷增強(qiáng)廣大勞動(dòng)者的獲得感幸福感安全感，為以中國式現(xiàn)代化全面推進(jìn)強(qiáng)國建設(shè)、民族復(fù)興偉業(yè)提供有力支撐。

Promoting high-quality and sufficient employment is the new orientation and mission of the employment work on the new journey in the new era. It is essential to adhere to people-centered development philosophy, and fully implement the guiding principle that people seek jobs on their own, market adjusts employment and the government promotes employment and encourages starting businesses. Efforts should be made to continuously improve the quality of employment and expand its quantity within a reasonable range, so as to constantly enhance the sense of fulfillment, happiness, and security among workers. In doing this, it would help provide strong support for promoting the building of a strong country in all respects through a Chinese path to modernization, and the realization of national rejuvenation.
